Croatia and Hungary which qualified automatically as the hosts. Other than that 19 other teams qualified through five separate continental competitions which had to be completed by 2022. The remaining 3 teams entered the competition by the Girls’ U19 FIVB World Ranking among the teams not yet qualified.

The draw for the composition of the pool took place on 31 March 2023 at the FIVB headquarters in Switzerland. The 24 teams were divided into four pools of six. Hosts Croatia and Hungary, as well as the top six teams in the current FIVB U19 girls’ world rankings, were seeded in the top two spots in each pool based on the serpentine principle.
