For the third time, the EuroVolley will be held in four countries: Italy, Bulgaria, North Macedonia and Israel. The drawing of lots was combined with a seeding of National Federations and performed. The four organizers of the tournament were seeded in the Preliminary pools. However, the finalists from the previous edition were drawn into different Preliminary pools. This ensured that the top teams would be separated from competing in the same groups. The organizers could select one team to join their pools. On the other hand, the 16 remaining teams were seeded in descending order in the number of cups which equals the number of Preliminary pools. The pointing system of the Men’s Euro Volleyball 2023 is a little different. For a 3-0 or 3-1 win the winner gets 3 points while the loser gets 0 points. However, in case of a 3-2 win, the winner will get 2 points while the loser will get 1 point. This has ensured an equitable distribution of points.
