One Piece Chapter 1046 picks up where the previous chapter left off. Luffy and Kaido are still on the Skull Dome Rooftop, with the former debating what to name his move from the previous chapter. Meanwhile, the latter questions his identity, which appears to be perplexing Luffy.
The focus then shifts to Zunesha, who begins by saying that the rhythm of the Liberation Drums is bringing them back. They go on to say that they are filled with excitement and that they feel as if Joy Boy is right there with them. They believe that this event is the culmination of “destiny,” and they place their trust in Luffy.
Back on the rooftop, Luffy assures Kaido that he is Monkey D. Luffy, the one who will dethrone him and become King of the Pirates. Kaido responds by saying he’s glad to see his opponent as arrogant as ever. Awakening, he says, occurs when “both your mind and body are caught up by your ability.”

Returning to the fourth floor, One Piece Chapter 1046 reveals Raizo’s grand plan. He and Jinbe have finished their preparations, and they are building each other up as they prepare to carry out the plan. Raizo claims to have been prepared since “that day,” referring to the fire that destroyed Oden Castle.
He bemoans his failure to protect Lord Oden and his entire family, claiming that despite his ninja abilities, he was unable to protect anyone. He says he doesn’t want to go through that again as he says “Zou” in preparation for his jutsu, the word here meaning “elephant” rather than the location.
A flashback to his time in the Mokomo Dukedom on Zunesha’s back shows his encounter with Zunesha’s spraying water bathing process. He was astounded by its abundance and asked if he could take some of it, stating that he will not let the people who dedicate their lives to the raid perish in the fire.
Back in the present, he apologises for the delay and activates his Scroll-Scroll Fruit abilities. He employs the “Shower of Zou” jutsu for this, with Zou referring to an elephant. Jinbe is astounded by the amount of water released and uses his Fishman Karate to direct it throughout the castle.
Shots of other floors and their situations are shown briefly in between Jinbe and Raizo, who are hopeful that the plan will work. Meanwhile, Killer and the Kid Pirates on the first floor hear the rumble of the water and joyfully declare themselves saved.
Yamato tells Momonosuke to hurry up in the final pages of One Piece Chapter 1046. He inquires as to why she is saying this, prompting her to remind him of Kaido’s flame clouds.
