The Women’s European Volleyball Championship 2023, also the 33rd iteration of the event, will be hosted and coordinated by the European Volleyball Confederation, CEV. This will mark the third consecutive time that the Women’s EuroVolley event will be staged across four different nations – Belgium, Estonia, Germany, and Italy. These four host countries were pre-assigned to preliminary groups, with Belgium in Pool A, Italy in Pool B, Germany in Pool C, and Estonia in Pool D. This ensured that the finalists from the previous edition, namely Italy and Serbia, were placed in separate pools.

Moreover, each host country was given the privilege of choosing one team to join their respective pools at the Women’s European Volleyball Championship 2023. As a result, Slovenia was paired with Belgium in Pool A, Romania with Italy in Pool B, Azerbaijan with Germany in Pool C, and Finland with Estonia in Pool D. The rest of the teams were organized according to the CEV National Team ranking list, and seeded in descending order into a number of cups corresponding to the number of Preliminary groups.

Groupings at the event

  • Pool A – Belgium, Slovenia, Serbia, Poland, Ukraine, Hungary
  • Pool B – Italy, Romania, Bulgaria, Croatia, Bosnia and Herzegovina, Switzerland
  • Pool C – Germany, Azerbaijan, Turkey, Czech Republic, Sweden, Greece
  • Pool D – Estonia, Finland, Netherlands, France, Slovakia, Spain
