Jessica firmly established herself as the best middle-distance runner in Australia in 2020, becoming the first Australian woman to simultaneously hold the 1500m, 3000m, and 5000m national records. The American-born runner grew up in Albion Park, near Wollongong, New South Wales, and was initially trained by her father, Simon Hull, a former national-level middle-distance runner. She enrolled on a scholarship at the University of Oregon in 2015, where in 2019 she earned a degree in human physiology. She joined the Nike squad in Eugene after graduating, working alongside some of the best names in distance running throughout the world under coach Pete Julian.

In the 1500m semi-finals of the 2019 World Championships in Doha, Jessica made her senior international debut. Her time of 4:11.80 was a then personal best, although she finished one spot short of the final. At the 2020 Summer Olympics in Tokyo, she went on to place eleventh. At the World Championships, she placed third in the semifinal after placing second in her heat. She led the second pack for a period of the final before placing seventh with a timing of 4:01.82. After the race, she was found to have COVID and was forced to isolate for five days while passing the 5000 meters. She was able to compete in the Commonwealth Games after recovering in time, choosing to race only the 1500 meters. Though she placed seventh, she was likely not at her peak. She placed ninth in Monaco, 12th in Brussels, and 11th in Lausanne in her last three 3000 meter races of 2022.
