Manchester United co-owner Joel Glazer offered to make shares available to supporters with the same voting rights as shares held by his family.
The originally scheduled match against Liverpool had to be postponed over massive protests outside Old Trafford.
In a letter, Glazer has said he is "personally committed" to strengthening how the club communicates with its supporters going forward.
Manchester United fans managed to access the pitch at Old Trafford during a fresh rounds of protests against the club's owners.
