The officials in Kanyou are debating how to support the frontline troops in Zhao but they are stranded without Shaoheicun, the head of military affairs. The next attack on Zhao is already being discussed but it is interrupted by Fukyo, the prime ministerial candidate. He warned that ignoring the recent defeat would have serious consequences. Fukuyu points out that many of his products have already been used. An army of 300,000 was mobilized to attack Xian and Hongo but failed, losing supplies and the imperial treasury. The Northern Army suffered heavy losses in Hong Kong and if those families were not compensated the Northern Province would withdraw from Canton.
Ri Shi adds that their three-year truce with Wei will end soon. This has been difficult since he captured Juuko and can be attacked with. Chu is also ready to move north. Ri Xi reminds everyone that weak states inherently face more threats. Officials ask if they should focus solely on security but Fukyo argues that losing 200,000 men in two years would also strain security.
Ri Xi declares that they should forget coalitions and set more realistic goals and suggests multilateral agreements such as Spring and Autumn. Shoubunkun accuses Ri Xi of resigning but Ri Xi defends his position by saying that he also wanted to cooperate. As a lawyer, he could have helped build a great nation, but now he had to be realistic to keep Qin from falling. Other officials believe that Ri Xi is overreacting, but he insists that the losses are substantial, damaging the reputation of the Six Generals. Another official says this cannot be discussed without the military commander.
In a flashback, Shouheikun offers his head for the losses but Sei refuses. Sei knows that they are trying something unprecedented and demands that Shouheikun find a solution. Shouheikun asks for three days to find one.
Back in the present, the officials once again consider that Shouheikun may have committed suicide, but he arrives and asks for a private meeting with the king. Shouheikun admits that he thought about committing suicide but stopped because he believed he could beat Riboku. He proposes three reforms to unite China, starting with a family registry for all Qin citizens.
