On the far left of this space, there will be a sizable, grey shipping container.
The container will be situated right off the dock, close to the water, and some scaffolding will be there as well. The Underground Waterway Intel will be inside this container, tucked away in a corner on the far backside. Go back the way you came, pick it up, and extract the information successfully.
